The Americans with Disabilities Act (ADA) of 1990 is the federal civil rights law that prohibits discrimination against people with disabilities in employment, public services, transportation and public accommodations. For transportation it sets standards for accessible vehicles (lifts, ramps, securement, door widths), for service (no refusal based on disability, reasonable modifications, service animals) and for communication with riders who have sensory or cognitive disabilities.
NEMT exists largely to serve people the ADA protects, and providers are held to its standards by regulators, brokers and courts. In practice that means accessible vehicles that meet the specifications, drivers trained to assist without discriminating, policies for service animals and portable oxygen, and no extra charges or reduced service because of a disability. ADA compliance also lowers injury claims and complaints, which shows up in broker scorecards.
