What is a driver qualification file?

A driver qualification file (DQF) is the set of documents proving that a driver meets every requirement to transport riders: a valid driver's license, motor vehicle record, background check results, drug and alcohol test results, training certificates (PASS or equivalent, CPR and first aid, defensive driving, HIPAA), medical examination or physical, exclusion screening, and signed policy acknowledgments. The DQF concept comes from federal motor carrier rules but is applied by brokers and states to NEMT.

Why the DQF matters for NEMT

The DQF is what a broker auditor opens first. A driver with an incomplete file is a driver whose trips can be recouped. Maintain one file per driver with an expiration tracker for every dated item, review files quarterly, and pull a driver from service the day a document lapses rather than the day the auditor notices. Digital compliance systems make this manageable at scale.
