What is a wheelchair-accessible vehicle?

A wheelchair-accessible vehicle (WAV) is a passenger vehicle converted so that a rider can board, travel and exit while seated in a wheelchair or scooter. Conversions include rear- or side-entry ramps on minivans, hydraulic lifts on full-size vans, lowered floors or raised roofs for headroom, and floor-anchored securement tracks. Commercial WAVs must meet ADA and FMVSS requirements and, in many states, an annual inspection.

Why WAVs matter for NEMT

The WAV is the workhorse of wheelchair-level NEMT and usually the largest capital decision a provider makes. Minivan ramp conversions are cheaper to buy and run but limit capacity; full-size lift vans carry more riders and heavier chairs but cost more in fuel and maintenance.
